Opening of the National Forum on Localization and Outsourcing under the theme: "Building Bridges for Economic Inclusion".

Within the framework of national efforts aimed at enhancing economic inclusion and strengthening domestic production as a sustainable alternative to imports, and under the auspices of the Ministry of the Knowledge Economy, Startups, and Microenterprises,

Mr. Nour Eddine Wadih, Minister of the Knowledge Economy, Startups, and Microenterprises, inaugurated today, Monday, December 22, 2025, at the Cultural Center of Algiers, the National Forum on Localization and Outsourcing, organized by the National Agency for the Support and Development of Entrepreneurship, under the theme: "Building Bridges for Economic Inclusion."

The opening ceremony was attended by Mr. Sofiane Chaib, Secretary of State to the Minister of Foreign Affairs in charge of the National Community Abroad, as well as Mr. Abdel Salam Jehnet, Acting General Secretary of the Ministry of Foreign Trade and Export Promotion, and Mr. Khair Eddine Ben Issa, Acting General Secretary of the Ministry of Industry, along with representatives of public institutions, economic operators, and microenterprises. The first edition of this forum was dedicated to the mechanical industries sector, given its strategic importance in the process of industrial localization and the enhancement of national value chains.

At the beginning of the event, the Minister toured the microenterprise exhibition organized on the sidelines of the forum, which featured 25 companies specialized in the industrial sector from various provinces of the country. During the visit, the Minister reviewed the contributions of these companies to supporting the industrial fabric and promoting economic dynamism, listened to their concerns and proposals, and emphasized the sector’s commitment to accompany and support these enterprises in order to enhance their competitiveness and strengthen their contribution to national economic development.

In his speech, the Minister highlighted that microenterprises represent a crucial link in major projects, such as those related to mechanical industries, adding that local outsourcing is one of the most effective mechanisms for increasing the level of economic inclusion.

The forum’s activities included:

Presentation and explanation of the economic programs "Localization and Outsourcing";

Facilitating sectoral discussions on the prospects of industrial localization;

Signing partnership agreements between the National Agency for the Support and Development of Entrepreneurship and major companies and economic operators within the framework of outsourcing and localization;

Signing partnership agreements between economic operators and microenterprises.

It should be noted that the National Agency for the Support and Development of Entrepreneurship launched two comprehensive economic programs:

Small Business Hub (SMAL Business Hub): aimed at connecting microenterprises with public and private sector companies for outsourcing, through a specially designed digital platform accessible at business.nesda.dz

Al Tawteen (Localization): aimed at economic operators wishing to replace imported production inputs with national alternatives (raw materials, semi-finished products, and various components). A dedicated digital platform has been developed for this program, accessible at watani.nesda.dz

This edition marked the first stage in a series of events through which the Ministry seeks to highlight the role of the National Agency for the Support and Development of Entrepreneurship as a strategic intermediary in linking economic operators with microenterprises, contributing to improving national production capacities, reducing imports, and enhancing levels of economic inclusion.
